If your flight into Mexico is transiting at any airport in the USA, you MUST possess a transit visa (unless you are holdng the passport of a country in the Visa Waiver Program). As Singapore is on the Visa Waiver Programme, holders of Singaporean passports transiting through the US need not apply for a transit visa. However, you will need to register your transit online via the US Government's ESTA system and pay a USD $14 fee for this.
